According to Ukrainian media, the latest draft of the American “peace” plan consists of four documents:
An agreement between Ukraine, Russia, the US, and the EU (20 points). Framework assurances for Ukraine’s security (3 points). US commitments to NATO (4 points). An agreement between Russia and the US (12 points).Key provisions:
All signatories recognize Russian control over Crimea, Luhansk, and Donetsk regions. The status of these territories can change only diplomatically, not by force. A “buffer zone” in Donetsk—covering 30% of the region—excludes Ukrainian and Russian forces. Zaporizhzhia and Kherson regions are frozen along the current frontlines. Russia withdraws from other occupied territories, except for the five specified regions. A restart of the Zaporizhzhia Nuclear Power Plant under US management is proposed, with Ukraine receiving 50% of the electricity. There is no requirement for Ukraine to stay out of NATO, but the US guarantees that NATO will not expand. Ukraine is allowed only its own army with a maximum strength of 800,000 troops. Security guarantees similar to NATO’s Article 5 are included. Elections in Ukraine should be held “as soon as possible” after signing the agreement, not after 100 days.Yesterday, Ukraine submitted its response to Trump regarding the plan, but the details are not yet known.
