US plan to restructure the economies of Russia and Ukraine is causing conflict with Europe, – WSJ

The documents detail plans by American financial companies and other entities to use $200 billion in frozen Russian assets for projects in Ukraine.
▪️For example, they propose building a massive new data center powered by ZNPP currently occupied by Russian troops.
▪️Another appendix outlines a broad US vision for rebuilding the Russian economy, under which American companies would invest in strategic sectors, from rare earth element mining to Arctic oil drilling, and help restore Russian energy supplies to Western Europe and the rest of the world.
▪️After reading the documents, some European officials said they were unsure whether to take some of the US proposals seriously.
▪️European officials fear that the US approach will give Russia the breathing space it needs to revive its economy and str▪️engthen its military power.
▪️Russia has technically been in recession for six months, and the challenges of managing a military economy while simultaneously controlling prices pose a systemic risk to its banking sector.
▪️If the US view prevails, it will overturn Europe’s plans to support Ukraine and further isolate Russia economically.
🇩🇪🇪🇺🇺🇦 Merz: Any negotiated solution needs to preserve European security interests. It must not come at the expense of the unity of the EU and NATO. No peace must be made without us being involved.
Only Kyiv can decide which territorial arrangement it can ultimately accept. It would be a mistake to force Zelensky into a peace that his population will not support after four years of suffering and dying.
‼️ Rutte: We are Russia’s next target.
I fear that too many are complacent, too many don’t feel the urgency, and too many believe that time is on our side. It is not.
Putin is in the empire-building business again. He is throwing everything he has at Ukraine.
New details of the “peace” plan: Russian control over Crimea and Donbas is recognized by all signatories
According to Ukrainian media, the latest draft of the American “peace” plan consists of four documents:
▪️ An agreement between Ukraine, Russia, the US, and the EU (20 points).
▪️ Framework assurances for Ukraine’s security (3 points).
▪️ US commitments to NATO (4 points).
▪️ An agreement between Russia and the US (12 points).
Key provisions:
▪️ All signatories recognize Russian control over Crimea, Luhansk, and Donetsk regions.
▪️ The status of these territories can change only diplomatically, not by force.
▪️ A “buffer zone” in Donetsk—covering 30% of the region—excludes Ukrainian and Russian forces.
▪️ Zaporizhzhia and Kherson regions are frozen along the current frontlines.
▪️ Russia withdraws from other occupied territories, except for the five specified regions.
▪️ A restart of the Zaporizhzhia Nuclear Power Plant under US management is proposed, with Ukraine receiving 50% of the electricity.
▪️ There is no requirement for Ukraine to stay out of NATO, but the US guarantees that NATO will not expand.
▪️ Ukraine is allowed only its own army with a maximum strength of 800,000 troops.
▪️ Security guarantees similar to NATO’s Article 5 are included.
▪️ Elections in Ukraine should be held “as soon as possible” after signing the agreement, not after 100 days.
Yesterday, Ukraine submitted its response to Trump regarding the plan, but the details are not yet known.
